Ten organizations in Chester and Delaware counties will receive more than $1.6 million for affordable housing programs from the Pennsylvania Housing Finance Agency Agency (PHFA) Senator Tom Killion (R-Chester and Delaware) announced today.
“The need for affordable housing has never been more pronounced,” said Killion, “The pandemic has broken the finances of countless hardworking Pennsylvanians. These grants will make a real difference in the lives of many residents in Chester and Delaware counties.”
Awards in Chester County went to:
- Housing Authority of Chester County, $240,000
- Chester County Department of Community Development, $200,000
- Friends Association for the Care & Protection of Children, $100,000

Killion authored legislation appropriating $150 million in federal CARES funding for rent and mortgage assistance. Incorporated into a comprehensive bill appropriating federal funds, the measure was passed as part of the state budget package in May.
“Affordable housing has been a long-standing priority for me. It fosters economic development and stability, and benefits seniors, individuals with disabilities, and children.”
These specific awards were made via Low Income Housing Tax Credits (LIHTC) and the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) program. PHARE is funded from three different sources – Marcellus Shale Impact Fees, Realty Transfer Taxes and the National Housing Trust Fund.
“We’re still in the midst of an economic emergency,” noted Killion. “State government must do all in its power to assist those struggling to provide necessities for their family. These grants are a tangible sign of that commitment to support hardworking Pennsylvanians, and I’m grateful to PHFA for supporting families in Chester and Delaware counties.”
