The City of Chester has been awarded a $182,000 state grant, a portion of which will go to assist in the development of a Chester Master Waterfront Plan, according to Senator Tom Killion (R-9), a strong supporter of the economic development project. The state grant was awarded through the Department of Community and Economic Development’s Act 47 program for municipalities facing financial challenges.
“
This funding will help the City of Chester as it works to build upon a great natural resource that can be harnessed to revitalize the area and attract new jobs and opportunities,” Killion said. “I’m particularly grateful for all the local support that this project has received.”
Killion recognized the dedication and support of the Riverfront Alliance of Delaware County (RADC), which has worked closely with the city and county, and other stakeholders including the Philadelphia Union to develop a master plan for the waterfront.

Senator Tom Killion has been a great supporter of this public/private partnership which will transform the Chester Waterfront. This grant, along with donations and support from Delaware County, the City of Chester, RADC, the M&T Charitable Foundation and the Philadelphia Union, are vital to getting this important project underway” said Thomas Shoemaker, Board Chair RADC. “The Riverfront Alliance’s commitment and vision have helped to kick-start this project and move it forward,” Killion said. “We have a lot more work to do, but the addition of grant money will provide the RADC and Chester City with resources to make this project a tremendous success.”
Killion added that developing the waterfront, once a bustling center for industry in the region, presents an outstanding opportunity to attract businesses, promote tourism and improve economic development in the area.
“In recent years, we have worked with the State Department of Community and Economic Development, local organizations, city and county representatives and other stakeholders to make this dream a reality,” Killion said. “This state funding will enable the city to take the next crucial steps in completion of this vital economic development project.”
